Establishes a loan program administered by the Department of Finance and Administration to assist with development costs of a major capital project in downtown Jackson within the Capitol Complex Improvement District, with a minimum $500 million capital investment requirement and including a licensed gaming establishment.

Creates the "Capital City Project Loan Fund" as a special state treasury fund to disburse loans, with unexpended amounts and investment earnings retained in the fund rather than reverting to the General Fund.

Authorizes issuance of up to $10 million in state general obligation bonds to fund the loan program, with repayment terms up to 25 years and all bonds backed by the full faith and credit of the state.

Exempts applicants for the described project from the standard gaming license referendum process required in Section 19-3-79, allowing direct licensing without county voter approval.

Amends multiple sections of Mississippi gaming law to authorize legal gaming in the licensed gaming establishment that is part of the project, creating exceptions to existing gambling prohibitions.
