Authorizes the issuance of state general obligation bonds totaling no more than $2,000,000 to assist Holmes County with road and street improvements and county building and facility upgrades.

Creates a special fund called the "2024 Holmes County Roads and Buildings Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for eligible projects.

Bonds may be issued at any time until July 1, 2028, with maturity periods not to exceed 25 years and interest rates subject to Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on bonds, with the State Treasurer authorized to certify warrants for payment from any unappropriated state funds if necessary.

Any remaining funds after project completion shall be applied to debt service on the bonds, and all investment earnings from the fund shall be used for bond debt service.
