Authorizes issuance of state general obligation bonds not to exceed $20,000 to provide funds to the City of Tupelo for Helping Hands Food Pantry building repairs and renovations.

Creates a special fund designated "2024 Helping Hands Food Pantry Building Improvements Fund" within the State Treasury to receive and disburse bond proceeds.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits in Section 75-17-101, Mississippi Code of 1972; State Bond Commission manages issuance and sale.

Bonds are backed by full faith and credit of the State of Mississippi; income from bonds is exempt from state taxation and may be issued without proceeding beyond those specified in the act.

Bond authorization expires July 1, 2028; any remaining funds after project completion must be applied to pay debt service on the bonds.
