Amends Mississippi Code Section 45-35-7 to authorize permanently disabled persons who are residents of nursing homes, assisted living facilities, or hospice care facilities to receive a permanent state identification card without paying a fee.

Permanently disabled residents are exempt from renewal requirements and their card remains valid indefinitely, with the facility address listed as their residence.

Exemption applies only while the person resides in the qualifying facility; if they move out, standard fees and renewal requirements apply.

Proof of permanent disability and residency in a qualifying facility is required to obtain the permanent identification card.

Effective date is July 1, 2024.
