Prohibits state and local agencies employing peace officers or parking enforcement employees from establishing policies requiring arrest or citation quotas for traffic violations under Title 63 of the Mississippi Code.

Defines "arrest quota" to include any numerical requirement for arrests or citations, or comparative performance metrics between officers or employees.

Prohibits using the number of arrests or citations issued as the sole criterion for promotion, demotion, dismissal, or employee benefits; allows consideration of arrests and citations only as part of overall performance evaluation alongside criteria such as attendance, training, and demeanor.

Applies to state and local agencies enforcing traffic laws and parking ordinances under Title 63 of the Mississippi Code.

Takes effect July 1, 2024.
