Creates a felony offense for willfully and knowingly making false allegations that a crime was committed because of someone's actual or perceived race, color, ancestry, ethnicity, religion, national origin, or gender.

Imposes a sentence of 1 to 5 years imprisonment in the Department of Corrections for violations of the statute.

Requires fines of at least $5,000 plus reimbursement for attorney's fees, law enforcement costs, and court expenses resulting from the false allegations.

Effective date is July 1, 2024.
