Creates a new crime of indecent assault in Mississippi, defined as intentionally touching an intimate part of another person for sexual arousal, gratification, or abuse.

Establishes four criminal scenarios: touching while the victim is unlawfully restrained, against the victim's will, while unconscious or incapacitated, or through unlawful coercion.

Defines key terms including "incapacitated" (victim physically or mentally unable to indicate consent), "intimate part" (sexual organs, groin, buttocks, or female breasts), and "touches" (direct or indirect physical contact with skin or through clothing).

Penalties include a fine of up to $500, imprisonment in county jail for up to 6 months, or both.

Effective date is July 1, 2024.
