Creates a preferred vendor list for disaster debris removal and monitoring to be developed and implemented by the Department of Finance and Administration under the Mississippi Regional Pre-Need Disaster Clean Up Act.

Establishes that small unmanned aircraft systems (drones) purchased by Mississippi state agencies and political subdivisions must be domestically manufactured with collision avoidance systems, effective January 1, 2025.

Requires all maintenance, repair, and technical services for drones owned by the state to be performed by domestic sUAS companies, and mandates infrastructure inspection services use domestically manufactured drones.

Exempts small unmanned aircraft systems manufactured in the People's Republic of China that were purchased prior to January 1, 2025 from the domestic manufacturing requirement.

Grants a 10% bid preference to domestic manufacturers and domestic sUAS companies in public procurement, and allows agencies to solicit bids from Mississippi-based small unmanned aircraft system manufacturers.
