Authorizes county boards of supervisors and municipal governing authorities to establish optional summer youth work programs to employ eligible high school students in temporary seasonal jobs.

Requires program administrators to compile and distribute a list of available jobs to public and private high schools by March 1 each year, including job descriptions with start/end dates, duties, hours, salary (minimum wage or higher), and physical requirements.

Establishes eligibility requirements: students must be 16-19 years old, not yet graduated from high school, and have no criminal convictions or pending charges except minor traffic violations.

Requires parental consent and liability waivers from participating students; gives priority to students from households with greatest financial need if more applicants exist than available positions.

Permits counties and municipalities to accept public or private funding for program administration and employee wages, and allows agreements with other organizations for program administration.
