HB 331 Summary

• Amends Section 19-5-9 to allow counties to opt out of construction permitting requirements by board of supervisors resolution, except for flood disaster protection requirements and master planned communities.

• Amends Section 21-19-25 to allow municipalities to opt out of construction permitting requirements by governing authority resolution, with same exceptions as counties.

• Brings forward Sections 73-59-1 through 73-59-19 (residential builder and remodeler licensing laws) for possible future amendment, including requirements for contractor identification numbers, license numbers, and liability insurance disclosures.

• Permits already require contractor material purchase certificates, Taxpayer Identification Numbers, and license/certificate numbers on permit faces unless jurisdiction opts out by resolution.

• Effective July 1, 2024.
