Create Section 41-57-33 of Mississippi Code to allow the State Registrar to issue a Certificate of Foreign Birth without judicial proceedings for children adopted from foreign countries who have automatically acquired U.S. citizenship under the federal Child Citizenship Act.

Exempt children with a Certificate of Citizenship from the judicial proceeding requirements in Sections 93-17-301 through 93-17-307 for obtaining a birth certificate following foreign adoption.

Require submission of six documents to the State Registrar: Certificate of Citizenship, certified foreign birth certificate with English translation, original foreign adoption documents certified by U.S. Embassy with translation, child's Social Security card, valid government-issued photo identification of parent(s), and proof of Mississippi residency.

Direct the State Registrar to develop necessary forms for adoptive parents to request a Certificate of Foreign Birth.

Effective date: July 1, 2024.
