Requires all emergency communications districts and county boards of supervisors serving as district commissioners to implement text-to-911 services by January 1, 2026.

Adds "text-to-911" to the definitions section of Mississippi Code 19-5-303, defining it as the ability to send text messages to reach 911 emergency call takers from a mobile phone or device.

Amends Section 19-5-311 to require text-to-911 services implementation in addition to existing emergency telephone system methods (district dispatch, relay, or transfer methods).

Applies to all emergency communications districts created under existing law or by local and private act of Mississippi.
