Transfers all funds, staff, assets, and liabilities of the Veterans' Home Purchase Board to the State Veterans Affairs Board effective July 1, 2024.

Abolishes the Veterans' Home Purchase Board and vests the State Veterans Affairs Board with all powers and duties previously performed by the abolished board.

Revises the State Veterans Affairs Board composition from five to seven members: one from each congressional district (as of January 1, 2024) and three appointed from the state at large, with staggered seven-year terms.

Requires initial appointees after July 1, 2024, to serve staggered terms of one to seven years, with subsequent appointees serving seven-year terms after the initial staggered period.

Changes the definition of "board" under the Veterans' Home Purchase Law from the separate Veterans' Home Purchase Board to the State Veterans Affairs Board, effective July 1, 2024.
