Brings forward Section 97-17-71.2 governing air conditioner evaporator coils and condensers, which may only be sold by authorized agents of licensed HVAC contractors or companies with appropriate permits or privilege licenses.

Maintains existing scrap metal dealer record-keeping requirements including seller identification, transaction details, photographs, and vehicle information, with records kept for at least two years.

Establishes criminal penalties for violations ranging from misdemeanors with fines up to $1,000 for violations under $5,000 to felonies with imprisonment up to 20 years and fines up to $20,000 for violations exceeding $25,000.
