Authorizes issuance of state general obligation bonds not to exceed $4,500,000 to assist the City of Gulfport, Mississippi with costs associated with the Mississippi Aquarium's Project Penguin.

Creates a special fund designated "2024 City of Gulfport, Mississippi Aquarium Project Penguin Fund" within the State Treasury to receive bond proceeds and disburse them for project costs.

Bonds may mature up to 25 years from date of issue, bear interest at rates not exceeding limits set in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

Prohibits bond issuance after July 1, 2028, and directs any remaining fund balances after project completion to pay debt service on the bonds.

Bonds issued are exempt from state taxation and qualify as legal investments for trustees, fiduciaries, banks, and insurance companies in Mississippi.
