Authorizes the State Bond Commission to issue general obligation bonds not to exceed $200,000 to assist the City of Booneville, Mississippi with repairs, renovations, and adding a storm shelter at the VFW Club.

Creates a special fund designated the "2024 City of Booneville Storm Shelter Fund" within the State Treasury to receive bond proceeds and disburse funds for the project costs.

Bonds may mature up to 25 years from date of issue at interest rates not exceeding limits set in Mississippi Code Section 75-17-101, with no bonds issued after July 1, 2028.

Establishes that bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state; bonds are exempt from state taxation and qualify as legal investments for fiduciaries and financial institutions.

Provides that any investment earnings on the fund and remaining monies after project completion shall be applied to pay debt service on the bonds.
