Authorizes the issuance of state general obligation bonds not to exceed $1,000,000 to assist Prentiss County, Mississippi, with repairing Wyninegar Road from 9th Street to CR 7000.

Creates a special fund called the "2024 Prentiss County Wyninegar Road Fund" within the State Treasury to receive bond proceeds and disburse funds for the road repair project.

Grants the State Bond Commission authority to issue bonds with terms determined by commission resolution, including interest rates, maturity dates (not exceeding 25 years), and redemption options.

Pledges the full faith and credit of the State of Mississippi to pay bond principal and interest, with any deficiencies paid from the State Treasury; bonds are exempt from state taxation.

Prohibits bond issuance after July 1, 2028, and directs any remaining fund balance after project completion to be applied toward debt service on the issued bonds.
