Repeals Mississippi Code Sections 41-41-45 and 97-3-3, which currently prohibit abortion except where necessary to preserve the mother's life or in cases of rape.

Establishes a statewide special election on Tuesday, November 5, 2024, to allow voters to decide whether abortions shall be prohibited in Mississippi under the current exceptions.

If a majority votes "Yes" to prohibit abortions, Section 1 of the act does not take effect and current abortion restrictions remain in place.

If a majority votes "No" against prohibiting abortions, the repeal of abortion restrictions takes effect on January 1, 2025, allowing abortions without the current limitations.
