Authorizes the State Bond Commission to issue general obligation bonds not exceeding $2,984,800 to assist Sunflower County in constructing a facility housing an emergency operations center, fire station, and training center.

Creates the "2024 Sunflower County Facility Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for the project costs.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, with interest rates not to exceed limits in Section 75-17-101 and maturity dates not exceeding 25 years from issuance.

Bonds must be issued by July 1, 2028, and any remaining funds after project completion or abandonment shall be applied to pay debt service on the bonds.

Bonds and income therefrom are exempt from all state taxation and qualify as legal investments for trustees, fiduciaries, savings banks, and insurance companies in Mississippi.
