Authorizes the Commissioner of Insurance to establish programs, promulgate rules, policies, guidelines, and plans to implement, establish, create, administer, or operate a state, federal, or partnership health insurance exchange in Mississippi pursuant to federal law (Section 1311 of the Federal Act)

Grants the Commissioner authority to apply for, accept, and expend federal funds related to the creation, implementation, or operation of an insurance exchange

Permits the Commissioner to establish advisory boards or committees to provide recommendations on the creation, implementation, or operation of an insurance exchange

Takes effect upon passage
