Authorizes the City of Starkville governing authorities to request the Public Service Commission investigate whether any rural water association serving city residents is providing adequate water service

If a rural water association is determined unable to provide adequate water service within city limits, the city may require the association to sell its water assets to the city through a negotiated agreement

Assets subject to required sale include main water lines, service lines to residential buildings, meters, and any other equipment used to deliver water that the city deems necessary

The city must pay fair market value for acquired assets, determined by an independent appraiser selected by the city

Overrides existing state law (Sections 21-25-51 through 21-25-59) regarding rural water associations when inadequate service is found
