Extends annual continuing education requirements to police officers employed by public two-year and four-year colleges/universities and the Pearl River Valley Water Supply District, previously limited to municipal police officers.

Requires college/university and PRVWSD police chiefs to complete 20 hours of annual executive-level continuing education courses (40 hours in first year if new to position).

Requires college/university and PRVWSD police officers to complete 8-24 hours of annual continuing education based on years of service (0-2 years: 8 hours; 3-4 years: 16 hours; 5+ years: 24 hours).

Mandates the Mississippi Board on Law Enforcement Officers Standards and Training to reimburse employing entities for approved training costs and authorizes revocation of certification for non-compliance.

Provides administrative appeal rights to officers aggrieved by disciplinary actions for failing to complete required training; effective July 1, 2024.
