Requires the State Personnel Board to adjust the Colonel Guy Groff State Variable Compensation Plan to increase annual compensation for state service employees effective July 1, 2024, with tiered increases based on current salary: $2,500 for employees earning up to $25,000; $1,500 for those earning $25,001-$35,000; $1,000 for those earning $35,001-$50,000; and $500 for those earning over $50,000.

Prohibits any employee's compensation from exceeding that of their agency or department's executive head following the raise.

Directs the State Personnel Board to amend the Variable Compensation Plan by increasing job classification salary caps if necessary to enable all employees to receive their full entitled salary increase.

Requires the Legislature to appropriate funds necessary to provide the compensation increases.
