Authorizes chancery and county courts to establish domestic abuse courts, with municipal and justice courts permitted to participate in county programs.

Requires the Administrative Office of Courts to develop uniform operational standards for domestic abuse courts covering establishment, funding, procedures, referrals, eligibility, services, and court roles.

Creates a Domestic Abuse Court Special Fund in the State Treasury to provide supplemental funding to all domestic abuse courts, with monies distributed by the State Treasurer upon warrants from the Administrative Office of Courts.

Imposes a $1.00 state assessment on fines for violations under the Implied Consent Law, game and fish violations, and other misdemeanors and felonies, with proceeds deposited into the Domestic Abuse Court Fund.

Takes effect July 1, 2024.
