Expands Medicaid eligibility to individuals under 65 years old who are not pregnant, not entitled to Medicare benefits, and have income not exceeding 133% of the federal poverty level.

Eligible individuals receive benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act.

Eligibility determination and administration handled by the Division of Medicaid, which must redetermine eligibility at intervals required by federal law.

Authorization aligns with provisions of the federal Patient Protection and Affordable Care Act.

Effective date: July 1, 2024.
