Establishes a Youth Employment Grant Program administered by the Mississippi Department of Employment Security to assist municipalities in providing employment for youth ages 16-24.

Requires participating youth to be enrolled in or committed to enrolling in high school, college, or equivalency programs and must be residents of the participating municipality.

Municipalities must submit an employment plan to the Department of Employment Security and provide matching funds equal to 20% of the grant amount; plans must include at least 10% of youth work time dedicated to life skills training covering education, communication, leadership, work ethic, and safety.

Creates a Youth Employment Grant Program Fund in the State Treasury funded by legislative appropriations and other designated monies; fund balance does not lapse at fiscal year-end and earned interest is retained in the fund.

Takes effect July 1, 2024.
