Authorizes Mississippi chancery courts to order fathers of unborn children born out of wedlock to provide financial support to the pregnant mother for medical expenses during pregnancy and post-pregnancy care for at least two years after birth.

Extends paternity and child support liability to cover unborn children, allowing mothers to petition for support during pregnancy rather than waiting until after birth.

Modifies statute of limitations for father's past support obligations from one year to three years preceding an action, and removes time limitations on filing claims against a father's estate.

Establishes rebuttable presumption guidelines for support awards based on father's adjusted gross income and number of children, ranging from 14% to 26% depending on number of dependents.

Expands the Department of Human Services Child Support Unit's jurisdiction to include pregnant women receiving government assistance and allows voluntary acknowledgment of paternity for unborn children.
