Appropriates $2,000,000 from the Coronavirus State Fiscal Recovery Fund to the City of Jackson for fiscal year 2025 to cover costs of acquiring, demolishing, and removing blighted properties.

Requires the City of Jackson to determine each expenditure is eligible under Section 602 of the federal Social Security Act as amended by the American Rescue Plan Act of 2021 and that recipients have not received reimbursement from other sources.

Mandates the city comply with federal Single Audit Act requirements, Uniform Guidance internal controls, sub-recipient monitoring, and audit provisions when disbursing funds.

Requires the city to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund use.

Makes the city or recipient responsible for repaying the State of Mississippi any funds determined by federal inspectors general to have been expended improperly, which the state must repay to the federal government.
