Amends Section 33-15-11 of the Mississippi Code to modify the Governor's emergency authority regarding utility service shutoffs during disasters or emergencies.

Limits the Governor's power to suspend utility shutoff regulations by allowing the Governor only to authorize local governing authorities to suspend water, electric, sewer, and natural gas shutoffs at the discretion of each local authority.

Explicitly prohibits the Governor from requiring local governing authorities to suspend utility shutoffs, giving municipalities and counties discretion over whether to implement shutoff suspensions.

Applies only to utility shutoffs; does not affect the Governor's other broad emergency management powers under state law.
