Appropriates $100,000,000 from the Coronavirus State Fiscal Recovery Fund to the Mississippi Department of Information Technology Services for the period July 1, 2024 through June 30, 2025.

Requires the Department of Information Technology Services and Wireless Communication Commission to create a program providing up to $15 per month directly to broadband providers to reduce costs for eligible households (those approved for federal Emergency Broadband Benefit or Affordable Connectivity Program).

Allows either providers or households to apply for the broadband assistance benefit, with an appointed ombudsman to monitor the program and advocate for underserved communities.

Requires the department to verify all expenditures comply with federal Coronavirus State Fiscal Recovery Fund guidelines and the American Rescue Plan Act, with accountability measures for improper use of funds.

Takes effect July 1, 2024.
