Amends Section 43-35-31 of Mississippi Code to allow municipalities to retain certain urban renewal project powers when delegating authority to an urban renewal agency, nonprofit organization, or housing authority

Municipalities may now exercise urban renewal powers themselves, delegate them to an agency/nonprofit/authority, or exercise them through a board, commissioner, or designated municipal officers

Clarifies that when powers are delegated, the municipality may retain specific powers including determining slum/blighted areas, approving urban renewal plans, establishing general plans, formulating workable programs, making required determinations and findings, issuing bonds, and appropriating funds

Effective July 1, 2024
