Creates a "Historic Courthouse Fund" in the State Treasury administered by the Department of Archives and History to provide grants to counties for maintenance and restoration of historic courthouses in Mississippi

Requires counties receiving grants to provide matching funds equal to twenty-five percent of the grant amount

Authorizes the Department of Archives and History to solicit and accept donations, gifts, and grants of money and property; the department may sell donated property and deposit proceeds into the fund

Allows the Legislature to appropriate, transfer, or provide additional funds to the Historic Courthouse Fund

Specifies that fund monies shall be invested as other state funds are invested, with unexpended amounts and interest remaining in the fund rather than reverting to the General Fund; effective July 1, 2024
