Amends habitual offender sentencing laws to allow parole eligibility after an offender serves 10 years of a sentence of 40 years or more, rather than maintaining automatic ineligibility.

Modifies Mississippi Code Section 99-19-81 to permit parole consideration for habitual offenders sentenced to maximum terms upon meeting the 10-year/40-year threshold.

Modifies Mississippi Code Section 99-19-83 to permit parole consideration for habitual offenders sentenced to life imprisonment upon meeting the 10-year/40-year threshold.

Modifies Mississippi Code Section 47-7-3 to include the 10-year/40-year parole eligibility provision in geriatric parole considerations for habitual offenders age 60 or older.

Extends the sunset date of parole eligibility provisions from July 1, 2024 to July 1, 2027, and takes effect July 1, 2024.
