Mississippi Community College Board shall establish and administer a 21st Century Employment grant program for community and junior colleges to partner with workforce development organizations, manufacturers, healthcare providers, and technology businesses to provide manufacturing training programs.

Grant applicants must submit plans defining student graduation goals, professional skills curriculum (including communication, teamwork, problem-solving, leadership, and integrity), budgets with outside donations, enrollment projections, and industry-recognized certificates with a minimum of six (6) types offered.

Private businesses must contribute no more than 40% of total project costs through cash, equipment donations, or facility use arrangements as part of a required private-public partnership clause.

An advisory board composed of 16 members including the Mississippi Economic Council president, education officials, legislators, manufacturing and business representatives, union leaders, and educators shall review grant recipients' progress, employment outcomes, internship/apprenticeship rates, and recommend certificate types for current and future employer needs.

Effective date is July 1, 2024, subject to appropriation of funds.
