Expands the definition of "director" to include the head of any state or local law enforcement agency, rather than limiting it to the Director of the Bureau of Narcotics.

Authorizes wiretapping for investigations of human trafficking and commercial sexual exploitation of children, in addition to existing Uniform Controlled Substances Law violations.

Permits any law enforcement agency (not just the Bureau of Narcotics) to own, possess, install, operate and monitor electronic surveillance devices under court order.

Requires each law enforcement agency to designate officers responsible for possession, installation, operation and monitoring of electronic surveillance devices.

Effective July 1, 2024.
