Exempts municipal-owned utilities from Public Service Commission jurisdiction for rate increases affecting customers more than one mile outside municipal boundaries if the increase does not exceed the cost of living adjustment from the previous fiscal year.

Amends Section 77-3-1 to clarify that utilities extending service beyond one mile outside corporate boundaries may implement cost-of-living-based rate increases without PSC approval.

Modifies Section 77-3-6 to exclude rate increases for out-of-boundary customers (those more than one mile outside municipal limits) from PSC dispute investigation and arbitration requirements.

Becomes effective July 1, 2024.
