Amends Section 71-5-19 to prohibit the Mississippi Department of Employment Security from charging interest on unpaid overpayment balances or assessing processing fees when an overpayment occurs through no fault of the person receiving the benefits.

Retroactively relieves individuals currently paying or assessed interest and fees on no-fault overpayments from further obligation to pay such interest and fees effective upon the bill's passage.

Maintains existing 1% monthly interest accrual and penalties for overpayments obtained through fraud, as determined by department regulations.

Brings forward existing Sections 71-5-363, 71-5-367, and 71-5-543 regarding contribution collection procedures, warrant issuance, and disaster-related benefit waiver authority for possible amendment.

Takes effect upon passage.
