Increases the speed requirement for broadband equipment eligible for ad valorem tax exemption from 384 kilobits per second to FCC high-speed broadband standards of 25 megabits per second download and 3 megabits per second upload.

Limits the tax exemption to Tier 2 and Tier 3 counties as defined by the Mississippi Department of Revenue, intended to expand fixed broadband service into rural areas.

Restricts eligible broadband providers to those offering fiber, cable, DSL, or fixed wireless access (FWA), with FWA exemptions capped at 30% of total asset cost per site.

Requires broadband providers to report FWA site locations by E911 address and make subscriber lists available to county tax assessors for audit purposes to verify coverage and minimum speeds.

Maintains the 10-year ad valorem tax exemption period for qualifying equipment placed in service, with exemptions filed by December 31 for operational sites.
