Appropriates $10,000,000 from the State General Fund to the Board of Trustees for State Institutions of Higher Learning for fiscal year 2025 to establish a medical school and engineering program at Alcorn State University.

Declares legislative intent to appropriate an additional $10,000,000 annually for fiscal years 2026, 2027, 2028, and 2029, totaling $50,000,000 by the end of fiscal year 2029.

Directs the State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer following standard requisition procedures.

Effective July 1, 2024.
