Authorizes emergency services (law enforcement, fire, medical rescue, and other emergency responders) to request county or municipal equipment and operators when unable to perform necessary functions with their own resources during emergencies on private property.

Defines "emergency" as a circumstance likely to result in substantial harm to an individual's health, safety, or welfare.

Requires counties and municipalities to pass a resolution before lending equipment and operators; equipment use is limited to the duration of the emergency only.

Provides liability protection for county and municipal employees and agents performing duties under this section, except in cases of willful misconduct, gross negligence, or bad faith.

Allows lending agreements to include an equipment operator's fee equal to the average hourly salary paid to equipment operators; proceeds deposited into the county road and bridge fund or municipal general fund.
