HB 63 Summary

• Requires all driver's license personnel to be retrained to accept civil rights complaints by July 1, 2024, and mandates license examiners be trained in compliance with House Bill No. [blank], 2024 Regular Session.

• Allows applicants who have never been issued a social security number to complete an affidavit under penalty of perjury affirming this fact, exempting them from the social security number requirement for driver's licenses.

• Specifies acceptable documents for proving Mississippi residence, including utility bills, bank statements, employment verification, insurance policies, vehicle registration, tax documents, leases, student IDs, and government-issued photo identification from the applicant's country of origin.

• Creates a new "certificate for driving" issued to persons with authorized temporary U.S. presence (valid 1-5 years) and persons with disabilities (valid 4 years, work travel only), clearly marked as "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION."

• Takes effect July 1, 2024.
