Authorizes retired municipal or county law enforcement officers to purchase one issued sidearm as personal property with governing authority approval, expanding eligibility to include officers who leave employment after 10 continuous years of service.

Grants state agency law enforcement officers who retire the ability to purchase one issued sidearm with director approval.

Requires the employing governmental authority (municipality, county, or state agency) to determine an agreed upon price for the sidearm purchase, rather than using fair market value.

Allows next of kin of law enforcement officers killed in the line of duty to purchase the officer's issued sidearm at a price determined by the employing governmental authority, subject to background check completion.

Removes the previous requirement that sidearm purchase prices be set at fair market value for retired officers.
