Authorizes counties and municipalities to permit utility-type vehicles (UTVs) and side-by-sides on public roads with posted speed limits of 55 mph or less, excluding state and federal highways except at intersections.

Requires UTV and side-by-side owners to register with the Department of Revenue for $50 annually, obtain liability insurance, and display a license plate; owners are exempt from ad valorem property taxes.

Mandates operators be at least 16 years old with a valid driver's license; 16-year-olds with conditional licenses may only operate during daylight hours (6 a.m. to 6 p.m., or 8 p.m. during daylight saving time) with a licensed adult over 18.

Specifies UTVs and side-by-sides must be equipped with headlamps, turn signals, taillamps, stop lamps, reflectors, mirrors, parking brake, windshield, VIN, seat belts, rear visibility, and alert sound systems.

Prohibits operation by learner's permit holders and bars children under 8 as passengers on public roads; establishes July 1, 2024 effective date.
