Mandates cameras or security guards at all entrances and exits of court buildings.

Requires a security guard to be present during each legal proceeding.

Requires annual emergency response training for all court employees and staff.

Mandates fire alarms in each courtroom and at every entrance and exit, plus a posted firearms policy at each entrance and exit.
