Allows justice court judges to engage in the practice of law before courts and administrative agencies, unlike other judges who are prohibited from practicing law.

Establishes single-member election districts for nonpartisan election of justice court judges in each county, with election timing and procedures governed by Sections 23-15-973 through 23-15-985.
