Creates the felony crime of "abortion trafficking" for adults who transport pregnant unemancipated minors across state lines for an abortion without parental or guardian consent, or who procure/obtain abortion-inducing drugs with intent to conceal the abortion from parents or guardians.

Establishes parental or guardian consent as an affirmative defense to prosecution under this act.

Provides that the location of the abortion provider or drug provider in another state is not an affirmative defense to prosecution.

Authorizes the Mississippi Attorney General to prosecute violations in cases where a local prosecutor refuses to do so without regard to facts or circumstances.

Establishes penalties of a fine between $1,000 and $10,000, imprisonment for 2 to 5 years, or both; effective July 1, 2024.
