Clarifies that convictions that have been pardoned are eligible for expungement under Mississippi Code Section 99-19-71.

Specifies that "one (1) conviction" for expungement purposes includes any pardoned conviction arising from a common nucleus of operative facts, as determined by the court.

Maintains existing eligibility requirements for felony expungement, including the five-year waiting period after sentence completion and the list of ineligible felony crimes (violent crimes, arson, drug trafficking, repeat DUI, and others).

Preserves existing protections allowing nonpublic records retention by the Mississippi Criminal Information Center and law enforcement agencies, and permits employers to inquire about expungement orders.

Takes effect July 1, 2024.
