Authorizes issuance of state general obligation bonds up to $75,000 each for the Town of Pace and Town of Benoit, Mississippi for parks improvements.

Funds may be used for site grading, playground equipment acquisition, basketball court improvements, and playground improvements in each town's parks.

Creates separate special funds ("2024 Town of Pace Parks Improvements Fund" and "2024 Town of Benoit Improvements Fund") to receive bond proceeds and investment earnings.

Bonds cannot be issued after July 1, 2028, and any remaining funds after project completion shall be applied to debt service on the bonds.

Bonds are general obligations of Mississippi backed by full faith and credit of the state, with interest rates not to exceed limits in Mississippi Code Section 75-17-101 and maturity not exceeding 25 years.
