Authorizes issuance of state general obligation bonds totaling not more than $1,987,100.00 to fund downtown improvements in the City of Rosedale, Mississippi.

Allocates up to $1,050,000.00 for repair, renovation, and improvements to the former Bolivar County Health Department building (to become new City Hall) and the current City Hall (to become new Police Department building).

Allocates up to $937,100.00 for downtown infrastructure improvements including sidewalks, street lighting, storm sewer infrastructure, and water infrastructure.

Establishes the "2024 City of Rosedale Downtown Improvements Fund" within the State Treasury to receive bond proceeds and manage disbursements for the designated projects.

Bonds are general obligations of the State of Mississippi backed by full faith and credit; no bonds may be issued after July 1, 2028; act becomes effective July 1, 2024.
