Establishes a state-funded supplemental salary of $600 per month for certified law enforcement officers employed full-time by state or local law enforcement agencies who have completed at least one year of service.

Creates a nine-member Board of Review composed of representatives from the Department of Finance and Administration, Mississippi Association of Chiefs of Police, Department of Public Safety, law enforcement officer associations, municipal league, constables association, sheriffs association, and state troopers association to determine eligibility disputes.

Creates a special "Supplemental Salary Pay for Law Enforcement Fund" in the State Treasury to be funded by legislative appropriations and dedicated solely to paying the supplemental salaries.

Provides that supplemental pay continues during line-of-duty disability periods until permanent disability or retirement, and that officers receive prior service credit if transferring between agencies.

Prohibits local agencies from reducing base salaries due to state supplemental pay and requires the supplemental amount be included in retirement benefit calculations and withholding obligations, with back pay capped at $10,000 per recipient per payment.
